BEATRICE, Neb. (AP) _ A city council in southeast Nebraska has refused to bar publicly elected officials from doing private business with the city.

The council voted 5-3 against the proposal on Monday night.

Council members against the idea say the proposal is too restrictive and doesn't do anything to eliminate some people's perceptions that city officials have an unfair advantage on public projects.

Councilman Ted Fairbanks says the city needs a written policy on how the city handles contracts.

City Administrator Tobias Tempelmeyer says state law requires bidding for contracts above $30,000. But he says the city regularly seeks bids on projects under that amount.
