Jeremy Dobbe waived his right to a preliminary hearing Thursday and bond was set at $100,000.
He is facing manslaughter for the death of Joyce Meeks.
He was part of the inmate driver program and witnesses say he was driving a state van erratically before he crashed into her minivan near 18th and Van Dorn in June.
Dobbe's arraignment is scheduled for August 21.
Meeks' cousin says she hopes the punishment will fit the crime.
"We want like we said before, justice to be served so we just want him to get what is coming his way," she said.
If convicted, Dobbe faces up to 20 years in prison. He does have prior DUI and reckless driving convictions.
