The Lancaster County Sheriff's Office cited 45-year-old John Norbert in the April 14 accident that killed 27-year-old Jessica Lyons. Norbert was cited for misdemeanor motor vehicle homicide, driving too fast for conditions, and not wearing seatbelts.

The roads were icy when Norbert, Lyons, and her husband, John, were out delivering newspapers along Saltillo Road near 56th St. that morning. Authorities say the Lyons were training to take over a paper route. At around 3:30 a.m., Norbert lost control of the car after hitting a patch of ice. The sheriff says the car spun out of control and ended up in a ditch. Jessica was thrown from the vehicle. Jessica was taken to the hospital by Lifeflight, but she was pronounced dead at the hospital. John Lyons and Norbert were also taken to the hospital with non-life threatening injuries.
