Redistricting, pipeline bills pass 2nd round

Lawmakers gave second round approval to a congressional redistricting bill Monday night after a five hour filibuster.

An amendment was added that changed the original plan.  Papillion and La Vista would now stay in the second district, which includes Omaha.  Bellevue and Offutt Air Force Base would still be moved to the first district, which includes Lincoln.

It also would add the Republican-heavy western Sarpy County to the Omaha-based district. Opponents say the map would dilute Bellevue and Offutt Air Force Base's Democratic votes in the more Republican first congressional district.

The bill advanced, 34-14.

A bill that would hold TransCanada responsible for any oil spills from its equipment also passed through second debate.  It calls for TransCanada to be responsible for any land restoration, should there be a spill with the proposed Keystone XL pipeline.
