Annual EEO Public File Report

 

 

                  The purpose of this EEO Public File Report (“Report”) is to comply with Section 73.2080(c)(6) of the FCC’s 2002 EEO Rule.  This Report has been prepared on behalf of the Station’s Employment Unit that is comprised of television station KLKN-TV, Lincoln, NE and is required to be placed in the public inspection file of this station, and posted on its web site.

       The information contained in this Report covers the time period beginning February 1, 2018 to and including January 31, 2019 (the “Applicable Period”).

      The FCC’s 2002 EEO Rule requires that this Report contain the following information:

  1. A list of all full-time vacancies filled by the Station Employment Unit during the Applicable Period;

  2.  For each such vacancy, the recruitment resource(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii) of the new EEO Rule, which should be separately identified), identified by name, address, contact person and telephone number;

  3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;
  1. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies: and
  1. A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c)(2) of the FCC rules.

       Appendices 1, 2 and 3 which follow have been designed, in the aggregate, to provide the required information.  Please note that the numbers listed in Appendix 2 under the column entitled “Full-time Positions for Which This Source Was Utilized” refer to the number of the full-time job positions listed on Appendix 1.

      For purposes of this Report, a vacancy was deemed “filled” not when the offer was extended but when the hiree accepted the job offer. A person was deemed “interviewed” whether he or she was interviewed in person, over the telephone or by e-mail.

KLKN-TV has been involved in helping members of the community achieve their educational goals.  The station recruits students interested in the broadcast industry by widely advertising our internship programs at career fairs and by educating managers to mention this opportunity when speaking with members of the community.  Letters of Agreement are filled out by the prospective intern and signed off on by a professor of the university and an evaluation is performed at the end of the intern's term.  During this period, we have had a total of two internships at KLKN-TV. 

  1. Nebraska Wesleyan University student – News: Photography, writing, editing, live skills, and                                            reporting.  Twelve weeks beginning January 2018.
  2. Doane College student – News: Photography, writing, editing, live skills, and reporting.  Twelve weeks beginning September 2018. 

                 

  1. EEO Training:

Equal Employment Opportunity meetings are held on a continual basis as needed for current education to department heads as to their role and responsibilities in the EEO process. We ensure that all department heads are fully educated on their reporting documentation responsibility. We educate department heads as to anti-discrimination rules and ensure that all departments are hiring in a non-discriminatory fashion.

The February 1, 2017 to January 31, 2018 Annual EEO Public File Report was distributed to the station managers during the February 6, 2018 manager’s meeting and was discussed by the Business Manager, Randy Ksionzek.  He stressed the importance of departments heads completing community appearance forms if they speak to a group about television.

Randy Ksionzek (Business Manager) and Jeff Swanson (Director of Broadcast Operations), participated in the webinar “Preventing and Responding to Workplace Harassment Complaints” presented by Cline, Williams, Wright, Johnson & Oldfather, LLP on February 8, 2018 sponsored by the Nebraska Broadcasters Association. This webinar focused on these issues, including but not limited to: harassment complaints; anti-harassment policies; unlawful or inappropriate behavior; proactive response to harassment; workplace dating policies; employee education regarding inappropriate behavior and what not to do when investigating allegations of sexual harassment. 

Randy Ksionzek, Business Manager, attended the Employment Law Forum “Mitigating Risk and Establishing Best Practices for 2018 and Beyond” at Embassy Suites presented by Cline, Williams, Wright, Johnson & Oldfather, LLP on August 14, 2018 sponsored by the Nebraska Broadcasters Association. This conference addressed several key employment law changes impacting employers as well as those issues that continue to present increased risk for employers and HR professional, including but not limited to: preventing and responding to discrimination, retaliation and harassment claims; wage and hour compliance; worker classification issues; paid leave and leave of absence obligations; salary history inquiry bans and equal pay act claims; and the impact of legalized marijuana. 

Each employee of the station has been provided, as part of the employee handbook, the Equal Employment Opportunity Program of KLKN-TV. This Program outlines the continuing policy of KLKN-TV to provide equal opportunity and the prohibition of discrimination for all individuals without regard to their race, color, religion, creed, gender, pregnancy or related medical conditions, age, national origin or ancestry, physical or mental disability, genetic information, or other consideration protected by federal, state or local laws. This policy is for all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination. The elements of this Program include responsibility for implementation, policy dissemination, recruitment, training, and promotion.

The employee breakroom bulletin board includes a poster from the Nebraska Equal Opportunity Commission concerning “Discrimination in Employment, Housing, and Public Accommodations” that outlines rights and responsibilities under the law.

KLKN-TV has listed each upper-level category opening with organizations that target women and minorities: African Multicultural Community Center, Asian Community & Cultural Center, Clyde Malone Community Center, El Centro de las Americas, Indian Center Inc. Workforce Investment Act Program, Latino American Commission, Latino Center of the Midlands, NAACP, NAF Multicultural Human Development Corporation, Nebraska Indian Community College, Urban League Family Resource Center, and the following organizations/departments at the University of Nebraska: Afrikan People’s Union, American Multicultural Students, Asian World Alliance, Black Graduate Student Association, Chinese Students/Scholars Association, Department of Black Studies, Friends of Japan, Indian Student Association, International Student Fellowship Club, Inter-Tribal Exchange, Latin American Students Association, Mexican-American Student Association, Multicultural Business Student Association, Pan-African Student Association, Saudi Student Club, Vietnamese Student Association, and the Women’s Resource Center. 

 

  1. Job Bank & Internet Program Participation:

KLKN-TV participates in job banks and internet programs with many organizations, as outlined above in italics, including the Nebraska Broadcasters Assoc., Advertising Federation of Lincoln, TVJobs.com, etc.  These organizations have programs designed for outreach generally, and are not primarily directed to providing notification of specific job vacancies.  (See italicized recruitment sources on above list.)

  1. Scholarship Program:

KLKN-TV, in conjunction with the Nebraska Broadcasters Association, actively participated in the 2018 Nebraska Broadcasters Association Foundation Student Scholarship Program. Applicants applied for scholarships under this program and two $2,000 scholarships were awarded. The winners were from University of Nebraska - Lincoln and the University of Nebraska - Kearney.  KLKN-TV provided $300 for the scholarship pool and ran a broadly rotated promotional spot for the program.  The award application forms requested information such as GPA, an essay, experience in the field, honors and awards, and post high school extra-curricular activities.

  1. Participation in Career Fairs:

KLKN-TV co-sponsored a job fair with the Lincoln Area Broadcasters group on August 14, 2018 at the Embassy Suites – Lincoln.  The job fair was attended by 15 interested individuals that registered with a Lincoln Broadcasters job fair information sheet and/or resume.  KLKN-TV was involved in a meaningful role by having department heads maintain the registration table and greet attendees.  A follow-up meeting was held to discuss the positives of the job fair and where improvements can be made.  Minutes of the meeting are kept in the Business Office’s EEO file.  A broadly rotated promotional spot for the job fair ran on KLKN-TV, its website and was also widely promoted by other members of the Lincoln Area Broadcasters group.  This group included the two major radio groups and three television stations in the Lincoln market.  The KLKN-TV booth at the job fair was manned at all times by two managers with decision making power for the station (Business Manager and Operations Manager).

  1. Disseminating Information as to Employment Opportunities in Broadcasting:

KLKN-TV created a television spot which airs approximately every day in different day parts.  The spot: 1) asks organizations that distribute information about employment opportunities to contact KLKN-TV to get on our mailing list (all contact information including address, phone and email are provided) and 2) informs job seekers to check KLKN-TV’s website for postings of current openings.  The spot confirms KLKN-TV is an Equal Opportunity Employer.

January 19, 2018 – Megan Conway (News Anchor) spoke to students at a journalism class at the Univeristy of Nebraska - Lincoln.  She spoke about local news, jobs in television, social media, bias in the news industry and challenges of the job.  The students were able to ask questions about her career in broadcasting.

 

February 13, 2018 – Julie Robinson (Account Executive) spoke to students at North Star High School in Lincoln during their Leap Up Organization Networking Event – “Ready for College.  Ready for Career”.  She talked about her job as an account executive at KLKN-TV, the “world of work and networking” and the television business.  The students were able to ask questions about her career in television.

April 9, 2018 – Rod Fowler (News Anchor) spoke to journalism students at University of Nebraska – Lincoln.  He spoke about local news, jobs in television, and the changing face of television.  The students were able to ask questions about his career in television.

April 18, 2018 – Michelle Ahl (Accounting Assistant) & Joy Wenn (National Sales Assistant) conducted a tour of the station for students from Central Community College.  They showed them how newscasts are assembled and answered questions about the nature of broadcasting.

October 15, 2018 – Rod Fowler (News Anchor) spoke to teachers and students at the Nebraska High School Press Association Fall Convention at the University of Nebraska – Lincoln.  He spoke about local news, jobs in television, and connecting to your viewers.  The students were able to ask questions about his career in television.

October 18, 2018 – Alden German (Meteorologist) spoke to students at the Lincoln High School Job Fair.  Spoke of his educational background, importance of communication and functions of a meteorologist during all seasons of Nebraska weather conditions.  The students were able to ask questions about his career in television.

February 7, 2018 – Dean Wysocki (Chief Meteorologist) spoke to the Lincoln Sunrise Optimist Club.  He spoke about his education, meteorology background, classes taken and the functions of a meteorologist during all season of Nebraska weather conditions.  They were able to ask questions about his career in television.

May 10, 2018 – Dean Wysocki (Chief Meteorologist) spoke to the Omaha Suburban Rotary.  He spoke about his profession, the television industry and how forecasting works. They were able to ask questions about his career in television.

June 6, 2018 – Michelle Ahl (Accounting Assistant) & Joy Wenn (National Sales Assistant) conducted a tour of the station for the Bubbles and Blocks Development Center in Lincoln.  They showed them how newscasts are assembled and answered questions about the nature of broadcasting.

August 1, 2018 – Michelle Ahl (Accounting Assistant) & Joy Wenn (National Sales Assistant) conducted a tour of the station for the Fingerprints Child Development Center in Lincoln.  They showed them how newscasts are assembled and answered questions about the nature of broadcasting.

September 11, 2018 – Michelle Ahl (Accounting Assistant) conducted a tour of the station for the Bickford Assisted Living in Lincoln.  She showed them how newscasts are assembled and answered questions about the nature of broadcasting.

October 8, 2018 – Michelle Ahl (Accounting Assistant) conducted a tour of the station for a group from the Salvation Army in Lincoln that were learning about film, production and communications.  She showed them how newscasts are assembled and answered questions about the nature of broadcasting.
