Two Big Developments from the Special Session

Lawmakers gave initial approval Tuesday to a bill to change the way Nebraska sentences people to death. Senators voted 36 to 7 to advance Governor Mike Johanns' death-penalty bill to second-round debate. The Governor called the special session last week to deal with constitutional questions in the state's death-penalty laws. Key to that decision was a US Supreme Court ruling in June that said juries, not judges, must decide if a murder merits the death penalty.

Tuesday morning the judiciary committee killed a bill that would have changed the state's method of execution to lethal injection.
