Council Bluffs teacher charged with terroristic threats

COUNCIL BLUFFS, Neb. (KLKN) – An Abraham Lincoln High School employee turned herself into the Pottawattamie County Jail on Wednesday, for an arrest warrant charging her with three counts of Threats of Terrorism.

Katrina Phelan, 37, of Council Bluffs admitted to writing a series of anonymous handwritten notes that were found inside the school, making references to committing gun violence on school property, according to authorities.

Each note was reportedly found in Phelan’s classroom or found by Phelan herself in various locations around the school.

While the investigation took place, the Council Bluffs Community School District worked with the police department to increase security presence inside the building.

It was determined that she had no intentions or means of carrying out these threats, according to Council Bluffs Police.

According to police, Phelan posed as an unnamed student in at least one note and wrote that she was tired of being made fun of.
