Authorities arrested a man for animal neglect after a puppy belonging to him was found dangling on a leash out of a car window.

Authorities cited a man for animal neglect after a puppy belonging to him was found dangling on a leash out of a car window.
Lincoln police officers responded to the Woodspring Suites on reports of a man in the lobby who was yelling in refusing to leave.
An employee told officers the man, identified by police as 25-year-old Augustine Kolb, was not a guest and that she did not know why he was there.
While officers were citing Kolb for trespassing and disturbing the peace, a bystander waved them down and told them about a dog in the parking lot.
When officers went outside, they found a pit bull on a leash that had jumped out of a car window, and a puppy on the same leash that was stuck and dangling. Both dogs belonged to Kolb, police said.
The dogs were freed and turned over to Lincoln Animal Control.
*** Correction: An earlier version of this story said Kolb was arrested on the above charges. Lincoln Police initially said he was arrested, but later issued a correction saying he was cited.
