LINCOLN, Neb. (KLKN) – State senators debated LR14 on Thursday, a bill that would allow states to propose amendments to the U.S. Constitution.

Senators advanced LR14 to the 3rd and final round of debate. LR14 would allow for a convention of states to propose amendments to the constitution.

The resolution could impose fiscal restraints and limit the power and jurisdiction of the federal government. The resolution sparked debate between senators in the legislative session.

“Colleagues, if we pass this, I think this is going to have to be one of those things where we may have to reap what we sow,” said Senator Adam Morfeld.

“I think it’s okay that we send a message to Congress that we need to do something about some things. I look at this as no different than Senator Slama’s Bill or Resolution, Senator Blood’s Resolution, about sending a message. The likelihood, not to hurt Senator Halloran’s feelings the likelihood that all these states are going to be able to pass this and actually call it I think are very slim, but the message that I think this sends is impactful,” said Senator Justin Wayne.

Right now, 15 other states have already adopted similar resolutions, there needs to be at least 38 to make it official.

Nebraska senators added an amendment to the bill saying, by 2027, if there are not enough states to form the convention of states, Nebraska will have to rescind and start the process all over again.
