Starved dog found dead in trash can at Lincoln park, police say

LINCOLN, Neb. (KLKN) – A starved dog was found dead Wednesday in a trash can at a west Lincoln park, police say.
Around 2:30 p.m., a person discovered the dog, a 4-year-old chihuahua, inside a trash can at Pioneers Park and alerted Lincoln Animal Control.
Police said the dog was emaciated and had died from starvation.
During an investigation, 25-year-old Elias Starr was identified as the suspect.
Officers later learned Starr had surrendered his other dog to the Capital Humane Society last month, according to LPD.
On Thursday, Starr was lodged in the Lancaster County Jail on suspicion of felony animal cruelty.
