State Penn. inmate found dead, investigation ongoing

LINCOLN, Neb. (KLKN) — The Nebraska State Penitentiary is being investigated by the Nebraska State Patrol (NSP) and the Nebraska Department of Correctional Services (NDCS) after an inmate death Friday night.
The inmate is identified as 20-year-old Kevin Carter. He was found dead around 11 o’clock on the floor of his cell and had been covered with a sheet.
Staff members attempted to revive Carter multiple times but were unsuccessful.
“The investigation into the circumstances of Carter’s death are still very preliminary,” said NDCS Director Scott Frakes. “The initial indications are that this death is suspicious. We will know more as witnesses are interviewed in the coming days.”
Carter began serving his six to nine-year sentence just under a year ago. He was charged out of Douglas County for making terroristic threats and use of a deadly weapon to commit a felony.
As is procedure following an inmate’s death, a grand jury will investigate the situation.
