SHERIFF: 23 animals removed from property; owner facing charges

A Jefferson County man faces animal neglect/cruelty charges after authorities reportedly found a number of animals being mistreated on his property.

On Tuesday, deputies with the Jefferson County Sheriff’s Office served a search warrant at a property in Harbine, after receiving reports that there were dogs inside the residence that were not being given food or water, as well as ducks and chickens that were not being properly cared for.

According to the agency, deputies found three dogs locked in kennels that were sitting in urine and feces. They also reportedly found four chickens and four ducks that showed signs of neglect.

In total, three dogs, 16 chickens and four ducks that authorities said were believed to be malnourished and without proper living conditions were removed from the property.

Authorities identified the animals’ owner as Anthony Phillips, and said he would be charged with animal neglect/cruelty.

Authorities are continuing to investigate.
