Francis said he defended himself by hitting the assailant in the head with a chair, causing an injury that required staples.
Francis fled the restaurant before police arrived, but officers were able to locate him near N 26th and Northview Rd.
Officers identified themselves and ordered Francis to get on the ground. Francis refused, which led to officers deploying a taser.
Once in custody, Francis began spitting on the police officers, kicking them in the shins, and headbutting them.
Francis was taken to a local hospital for treatment, but while there he headbutted another officer. Both officers sustained minor injuries.
He was charged for 2nd Degree Assault, two counts of 3rd Degree Assault on a Police Officer, and Resisting Arrests.
